This screen enables you to choose which customer and country you wish to place an order for. This selection is filtered by the customers and countries defined for your user account.

The first step of creating a new order is choosing the country. Choosers can only choose products from the catalogues that belong to the company/ country they themselves are associated with. For instance, the chooser in this example is associated with to CompanyXYZ in Great Britain. Hence, this chooser will only be able to choose CompanyXYZ GB - Great Britain from the dropdown as there won't be any other options available to them.
